DNA Specialist, Forensic Science & Cold Case Unit, Kings County District Attorney’s Office

Ms. Horan began her career in 2006 as a Criminalist in the Department of Forensic Biology at the Office of Chief Medical Examiner (OCME) in New York City. While at the OCME, Ms. Horan performed casework testing and assisted in the validation, implementation and training program for several technologies, including STRmixTM probabilistic genotyping software.

In March of 2017, Ms. Horan joined the Kings County District Attorney’s Office as a DNA Specialist in the Forensic Science & Cold Case Unit. She became the first forensic scientist to be hired on staff at a prosecutor’s office in New York State. Ms. Horan is responsible for providing training in serology and DNA testing for staff attorneys and local law enforcement. She also assists in grand jury and trial preparation for all DNA prosecutions and works with the NYPD Cold Case Squad in their homicide investigations.

Ms. Horan has testified approximately 100 times in New York State and federal courts. She is a member of the American Academy of Forensic Sciences and the International Society for Forensic Genetics. She was a scientific advisor to the Department of Justice sponsored program: Sexual Assault: Medical and Forensic Management: A Virtual Practicum. Furthermore, Ms. Horan is a and a co-author of “The Forensic Corner” for the New York Prosecutor’s Training Institute (NYPTI) Empire State Prosecutor’s Encyclopedia.
